Corruption (Latin. Corruption (corruptio - "corruption", "bribery") means the direct or indirect seeking, demanding or accepting of a pecuniary or other personal benefit (gift, favour, promise, privilege) for oneself or for any other person in return for the performance of, or failure to perform, acts within the scope of one's official duties or the acts or omissions of a civil servant or a person holding a civil servant or a person holding a civil servant's office, in order to seek, demand or receive a pecuniary or other personal benefit for oneself or for another person, as well as direct or indirect offer or granting to a civil servant or a person equivalent to a civil servant or a person equivalent to a civil servant or a person equivalent to a civil servant or a person equivalent to a civil servant or a person equivalent to a civil servant or a person equivalent to a civil servant or a person equivalent to a person a pecuniary or other personal benefit (gift, favour, service, promise, privilege) in return for the performance of actions within the framework of the performance of the duties of a public official or a person equivalent to a public official or a person equivalent to a public official, and also mediation in the commission of the actions referred to in this paragraph.
The aim of corruption prevention is to prevent the emergence and development of corruption by addressing gaps in legislation, public authorities' actions, procedures and other areas that could create conditions for corruption.
In order to ensure the prevention of corruption and to create an environment resistant to corruption, the following basic principles of corruption prevention shall guide the Public Institution LITHUANIAN ANTIDOPING AGENCY (hereinafter referred to as the Agency):
- information disclosure and transparency
- the accuracy and correctness of accounting records
- avoiding conflicts of interest
- transparency in public procurement
- encouraging and motivating the public and the institution's staff to behave with integrity and to report corruption and other irregularities
- prohibition of influence peddling and abuse of office
- prohibition of bribery.
Persons who have been suspended and have been placed on a period of Ineligibility and who, within the preceding six (6) years, have directly and knowingly engaged in conduct that would have constituted an anti-doping rule violation had he or she been subject to the World Anti-Doping Code-compliant rules, shall not be eligible to work for the Agency.

CORRUPTION RISK ANALYSIS
Corruption risk analysis shall be carried out by the Special Investigation Service in accordance with the procedure established by the legislation of the Republic of Lithuania and shall be published on the website.
A working group was set up by Order No V-28 of 2 October 2023 of the Director of the Agency to carry out a corruption risk analysis in the Agency.
The Task Force carried out a corruption risk analysis:
- Order of the Director of the Agency on the determination of the probability of occurrence of corruption in the areas of activity of the public institution LITHUANIA ANTIDOPING AGENCY in 2022 - 2023.
- Risks to the probability of corruption in operational areas in 2022-2023.
- Identifying, calculating and prioritising risks, using the matrix approach outlined in the guidance.
PROTECTION OF WHISTLEBLOWERS
As of 1 January 2019, in accordance with Law on Prevention of Corruption 101 Article 5, a civil servant or a person treated as such shall be obliged to notify the Special Investigation Service, the Public Prosecutor's Office of the Republic of Lithuania, or a pre-trial investigation body of a criminal act of a corrupt nature known to him, except for an act that may have been committed by his close relatives or members of his family.
In order to effectively prevent corruption, we encourage you to report any corruption or any other irregularity you are aware of in the institution (a criminal offence, administrative or official misconduct, breach of employment obligations or other breaches of the law, whether planned, committed or committed).
We will ensure that the person who has provided information on infringements has a secure channel for providing information on infringements, confidentiality, a prohibition on any negative impact on them, the right to receive remuneration for the valuable information, compensation, free legal aid, and immunity from liability.

Please note that the laws of the Republic of Lithuania prohibit defamation or falsely accusing another person of committing a crime, which is punishable by criminal law.

GIFT POLICY
The best gift is a verbal or written thank-you. We do not accept any gifts made in connection with the functions performed by Agency staff, nor do we make any such gifts ourselves. We consider gifts to be any item, service or other benefit of material value (discounts, training, meals, accommodation, entertainment, parties, events, etc.). If an Agency employee is offered to accept such a gift or invitation, he/she must refuse to do so and offer a simple thank-you. The best gift for us is your appreciation, so a verbal thank you or a written testimonial will suffice.
The only exceptions are gifts in accordance with international protocol or tradition, as well as gifts for representation (state, institutional and other symbols, calendars, books and other printed matter of an informative nature). We accept and provide these gifts ourselves. All gifts must be handed over to the Agency by its staff.

DECLARATION OF PUBLIC AND PRIVATE INTERESTS
Public and private interests shall be declared within the Agency by staff members who meet the following conditions Law on the Harmonisation of Public and Private Interests of the Republic of Lithuania provisions.
In accordance with Article 4(3) of the Law of the Republic of Lithuania on the Harmonisation of Public and Private Interests, the following shall declare their private interests:
- Head of the Agency (as contracting authority)
- Members of the Agency's procurement panels
- The person designated by the Head of the Agency to carry out simplified procurement.
