2026-06-09The Lithuanian Anti-Doping Agency has conducted an initial compliance check of 71 sports organisations Assessment of rules on the manipulation of sports competitions. The evaluation was carried out in accordance with the procedure established by the Minister of Education, Science and Sport of the Republic of Lithuania.
The assessment results showed that currently only about 10% of the assessed sports organisations have fully implemented the requirements of the rules on the manipulation of sports competitions in their internal legal acts.
The Lithuanian Anti-Doping Agency has provided individual recommendations to all 71 sports organisations, indicating which internal legal acts and procedures need to be refined to comply with current requirements. The organisations have been recommended to more clearly regulate the procedures for handling potential cases of competition manipulation, to supplement codes of ethics with a prohibition on disseminating internal information, and to establish clear preventive measures.
„Fair sport begins with a strong ethical foundation and clear rules. Internal documents of sports organisations should not only comply with legal requirements but also help athletes, coaches, referees and other members of the sports community understand their responsibilities and see that any manipulation will be examined using consistent and clear rules. The initial assessment has shown that most organisations still need to review and update their internal documents. The Lithuanian Anti-Doping Agency is ready to provide all necessary methodological assistance to ensure these changes are implemented in a timely manner.“, – says Kornelija Tiesnesytė, advisor at the Lithuanian Anti-Doping Agency.
The manipulation of sports competitions refers to intentional actions aimed at unlawfully influencing the course or outcome of a sports competition. Such infringements threaten the integrity of sport, reduce public trust in sports results, and can have significant consequences for the entire sports community. Therefore, clear regulatory provisions for prevention and the readiness of organisations to prevent such infringements are among the most important measures for ensuring fair play in sport.
The Lithuanian Anti-Doping Agency will continue to consult with sports organisations and provide methodological assistance in the coming months so that they can implement the necessary changes by the end of the year.
It is important to note that sports organisations' compliance with the rules on the manipulation of sports competitions is one of the criteria for allocating state budget funds. If organisations fail to meet the established requirements by the end of the year, this may affect the decision on the allocation of state budget funds for the following year.
The Lithuanian Anti-Doping Agency urges sports organisations not to wait until the end of the year and to update their internal regulations as soon as possible. This will not only help ensure compliance with legal requirements but will also contribute to more transparent, fairer Lithuanian sport that inspires greater public trust.
